The Australian Government is inviting applications for the 2026–2027 bulk hydrofluorocarbon (HFC) import quota. This is part of Australia’s ongoing efforts to protect the environment and fulfil its commitments under the Montreal Protocol.
To maintain market stability, the allocation process will follow the same approach as previous years:
- 95 per cent of the quota will be allocated to existing importers under the grandfathered quota arrangements (regulations 46 and 50).
- Five per cent will be available as a non-grandfathered quota, equally distributed among eligible new or occasional importers (regulations 46 and 51).

Future Planning
The department is considering a consultative review for the 2028–2029 allocation and will seek stakeholder feedback on the future of non-grandfathered quota distribution.
