The Department of Transport and Planning (DTP) and the Department of Energy, Environment and Climate Action (DEECA) have developed a Regulatory Impact Statement (RIS) exploring the costs and benefits of electrifying Victorian residential and commercial buildings.

Victoria has the highest fossil gas use for heating, hot water and cooking in Australia. Immediate action is required to rapidly electrify Victoria’s residential and commercial fossil gas use to ease cost-of-living pressures on Victorian households and businesses, help alleviate fossil gas shortfalls and help achieve Victoria’s emissions reduction targets as part of the Gas Substitution Roadmap.

The RIS assesses the direct impacts of electrifying residential and commercial gas appliances and explores the following regulatory options:

  • Option 1: electrification of new residential and most new commercial buildings.
  • Option 2: electrification of new residential and most new commercial buildings, as well as existing residential and most existing commercial buildings (excluding existing commercial kitchens).
  • Option 3 (preferred): electrification of new residential and most new commercial buildings, as well as existing residential buildings (excluding existing residential cooking).
  • Option 4: electrification of new and existing residential buildings only.

Victorians are invited to share their views on the proposed electrification of Victorian residential and commercial buildings by responding to the survey questions and/or uploading a submission on the Engage Victoria website. Answers will help DTP and DEECA assess the costs and benefits of the proposed changes. Please review the proposed regulatory options and Regulatory Impact Statement before responding.

The closing date for survey responses and submissions is 28 February 2025 at 5 pm.

If Victorians want to learn more or to read the DTP privacy collection notice for more information about how it handles the information it receives, please visit the Engage Victoria website.
